What is required to become a .pt Registrar?

To ensure a high-quality and trustworthy service for all .pt domain holders, Registrars must comply with a set of commercial, technical, security, and legal requirements.

Administrative Requirements

  • Be a legally established corporate entity;
  • Carry out activities compatible with the provision of domain registration and management services or demonstrate the capability to manage multiple domains;
  • Appoint responsible persons for the areas of general management, technical operations, administration and finance, communication and marketing, and information security;
  • Keep contact details permanently up to date;
  • Provide .PT with the information and documentation necessary to verify compliance with the applicable obligations;
  • Cooperate in audits and assessment processes carried out by .PT.


Commercial Requirements

  • Ensure diligent and transparent management of the domains under its responsibility;
  • Ensure that customers are aware of and accept the rules applicable to the registration of .pt domains;
  • Offer domain registration services without requiring the purchase of additional services;
  • Ensure efficient processes for domain renewal, transfer, modification, and deletion;
  • Promote the sustainable growth of .pt domain registrations;
  • Maintain, from the third year of accreditation onwards, a minimum of 200 domains under management;
  • Have no outstanding debts related to .pt domain registration services.


Technical Requirements

  • Have proprietary systems capable of integrating with the .PT registration infrastructure through the EPP protocol;
  • Successfully complete the technical compliance tests defined by .PT;
  • Ensure high levels of system availability, resilience, and performance;
  • Implement and make DNSSEC available to customers;
  • Keep up with DNS technological developments and adopt applicable technical best practices;
  • Cooperate in technical testing and validation whenever requested by .PT.


Security Requirements

  • Implement appropriate information security and cybersecurity measures;
  • Adopt robust authentication mechanisms, including multi-factor authentication for critical access;
  • Apply access control policies, segregation of duties, and the principle of least privilege;
  • Implement protection mechanisms against threats, vulnerabilities, and cyberattacks;
  • Maintain risk management, business continuity, and disaster recovery processes;
  • Notify .PT of relevant security incidents and cooperate in their mitigation;
  • Demonstrate compliance with the security requirements established by .PT and applicable legislation;
  • Hold ISO/IEC 27001 certification or another internationally recognized equivalent certification from 1 January 2029 onwards.


Legal Requirements

  • Comply with the .pt Registration Rules and all other applicable policies;
  • Execute the Registry–Registrar Agreement, which establishes the rights and obligations associated with .pt Registrar status;
  • Comply with applicable national and European legislation, particularly regarding personal data protection and cybersecurity;
  • Implement procedures for collecting, validating, verifying, and updating registration data;
  • Ensure compliance with the General Data Protection Regulation (GDPR);
  • Cooperate with .PT and the competent authorities whenever legally required.


What are the associated costs?

  • Monthly payment of invoices relating to the registration and renewal of .pt domain names, as well as any other services subscribed to by the Registrar;
  • Payment of a joining fee of €1,200 upon signing the Registry–Registrar Agreement (VAT at the applicable legal rate will be added);
  • Payment of an annual fee of €1,000 (VAT at the applicable legal rate will be added), applicable after the first year of activity as a .pt Registrar.

2. Expression of Interest

Complete the expression of interest form and schedule an introductory meeting with the .PT team. This initial contact provides an opportunity to clarify any questions, learn more about the programme, and assess the suitability of your application.

3. Submit Your Application

Following the introductory meeting, you will receive the application form. You will be required to provide detailed information about your organisation, operational capacity, and evidence demonstrating compliance with the requirements necessary to obtain Registrar status.

4. Application Assessment

Your application will be reviewed by the .PT teams, who will verify compliance with the Administrative, Commercial, Technical, Security, and Legal requirements. Once the assessment has been completed, the final decision will be communicated.

5. Start the Partnership

Once your application has been approved, your membership will be formalized through the signing of the agreement and payment of the corresponding joining fee. This will be followed by the onboarding programme, which includes a welcome session, supporting documentation, and dedicated guidance to ensure a smooth and effective integration.
